I can tell you why...
An antibacterial agent is a pesticide in the view of the government.
Use of pesticides is controlled. This particular pesticide is only 'licensed' for use in catching snot. All antibacterials have this warning.
So, the short answer is "government nannyism".
Should I turn myself in?
I had no idea I was a felon. Should I turn myself in. I mean, I didn't know.. Really.. It's just that the toilet paper roll was empty, and the box was sitting there right on top of the toilet. I mean, if I had known, I woulda maybe done something else.. But... now I've broken a federal law...
